Are ministers clutching at straws when it comes to re-usable coffee cups?

Members of the Cabinet have been given reusable coffee cups by the Environment Secretary, Michael Gove, following Prime Minister Theresa May’s pledge to eliminate all avoidable plastic waste within 25 years in the Government’s long-term plan for the environment. But as some left Downing Street with their cups still in their boxes, are the just paying lip service to the issue?
